Stamina is required to activate Special Skills.

Check the Stamina Bar displayed under each player's face icon. Consumed Stamina will be partially recovered at half time and at the end of every match.

Some players' Special Skills have particular conditions that must be met in order for them to activate. Please check these as well. For example, the Special Skill "Skylab Hurricane" can only activate when Kazuo Tachibana and Masao Tachibana are both playing in a match and there is a High-Flying Ball.
